Brief
Amber Infrastructure’s plans to fund, develop and install one of the UK’s largest solar photovoltaic arrays on M&S’s new distribution centre were at risk from excessive rates charges, rendering the project unviable.
Action
Handel Rating Consultancy were engaged to manage and mitigate the potential burden to ensure the project could proceed.
HRC entered into negotiation with the rates authorities, and alternative methods of valuation were put to them based on a profits approach rather than their preferred cost basis.
Result
Within a very short time, HRC had convinced the Valuation Officer to assess the asset at our preferred valuation method, giving a rates charge which was manageable within Amber Infrastructure’s business plan. This helped to ensure the project was built as planned, on time and to budget.
